The PG&E OQ mandate is driven by the DOT's Operator Qualification Rule, requiring that only qualified personnel perform "covered tasks" on gas pipelines and adjoining facilities. A covered task includes any excavation, boring, backfill, or installation that involves or is near a PG&E gas or electric facility. Even backfilling a trench that PG&E's crew opened requires OQ certification. Apex holds all required qualifications and carries current wallet cards with QR verification codes on every job site.
